Across climate finance and energy transition institutions:

• Capital is deployed under inconsistent mandate interpretation

• Authority boundaries blur during urgent decisions

• Regulatory obligations are applied unevenly

• Leadership transitions reset informal control structures

• Accountability becomes retrospective instead of embedded

These conditions do not appear catastrophic until scrutiny arrives. At that point, documentation is fragmented, authority is unclear, and liability concentrates at the top.

That is not a strategy problem. It is an authority control problem.
